I can see this phrase often and I was wondering if 'is' is omitted or is that an idiom or something?

You're on the right track. This is so, according to so-and-so. "This" refers back to some fact mentioned earlier.

Right. Because of the comma, the main part of the clause would be just "This is", which is incomplete.
