Third or Second Conditional?

Hi all,

Can you comment on this fill in the blanks question? I think it should be in Third Conditional clause but can we also use second conditional here?

Here's the question:

Fortunately, we stopped searching for a new place. We ..would have moved…… (move) to somewhere else if there …hadn't been.… (be) any improvements.
