third conditional

If my parents weren't so strict my sister might have been able to go to that party.

Why it isn't: if my parents hadn't been so strict my sister might have gone/have been able to go...?

Also how could i have used "how come" expression above?
How come: sentence instead of why it isn't: sentence.

Thank you so much, Alex!
