Thinks differently

- I ask my colleague what he thinks of my new plan, he says it's wonderful. But I know for sure that he just says so but in fact he doesn't mean that. Can I say these in this context?

1a. On the outside he just says so but on the inside he thinks differently.

1b. On the outside he just says that but deep down inside he means a different thing.
