Think/Consider it likely that

Let's set some context:

Person A and Person B are running for presidency within a club. The club composes of 20 people. One day, out of no where, Person C joins in, no one even considered him joining. Let's say you - Person X, are very surprised.

Could you say: "I did not expect that."

What I think: Yes because it is stating that the person did not think it would happen.

Could you say" I did not consider that likely."

What I think: No because if you say that, you are implying that you considered it. For some reason, I find a lot of people say this, though. Why is that?
