Think over vs think through

Let's say there's a speaking part of the English exam and an interlocutor asks a student a question. The student needs a minute to think up an answer. Can the student respond with the following query?
Interlocutor: [question]
Student: Can I think it over/through for a few seconds or have I got to answer straight away?
Interlocutor: Yes, take your time. Don't haste.

My point is, is there any difference between think over and think through?
