If you simply say, "People think in blocks," it would be taken as an analysis of the individual's thought process. How do people think?

Of course the other interpretation is possible. When any single person thinks, he produces a "little" block of mental energy, which floats around.

I would say it means that groups of people think the same thoughts. Many people all around the world may be thinking about the same thing at the same time.

Right. I don't think the implication is that people assemble as a group for the express purpose of creating a block of mental energy. (Although I have heard of experiments performed along these specific lines.)

The more I think about it, the more it seems that "blocks" is used in two different senses within your original example.

People think in blocks all around the world, and these blocks of mental energy float and move in space, influencing political ideas ..
