Would you please explain the differences between these phrasal verbs? I guess "think over" is more conceptual and "think about" is more about making decision.

If the idea is a proposal, this use is like "think it over", but I would almost call it an idiomatic expression: Little Johnny: "Mom, can I get a monkey?" Mom: "I'll think about it."

You could only say "I'll think it over" here if the idea is a proposal that you are expected
