They will vote on an amendment next month on whether to increase taxes or cut the public spending.

Is the determiner an correctly used in the sentence above?

I wonder whether it should be "the" instead of "an" there. I think that the PP "on whether to increase taxes or cut the public spending" describes exactly what this amendment is dealing with.
