They need to be a full-time president

Conway also insisted that Trump and his family “are complying with all the ethical rules, everything they need to do to step away from his businesses and be a full-time president”. (The Guardian.)

Is there grammatical agreement in everything they need to do to step away from his businesses and be a full-time president? Do they need to be a full-time president? All of them in that Presidency? Is verb "is" omitted in everything they need to do [is] to step away in the above?
