Amid such developments, the United States drew up the draft asking the Security Council to establish a UN peacekeeping operation in the east African nation. However, they have until June 1st to reach a decision.

In the bold part, is the term 'have to' split, or does that mean that they have the term until June 1st in order to reach a decision?
