they have flown to had they made the journey?

Please look at the following sentence.

"The birds stopped being restless since they had migrated to the night sky visible from central Africa, where they would have flown to had they actually made the journey"

[Q1] I just couldn't understand why a clause after "to had". Is it right in grammar? If yes, could you explain to me how can he write down like "to had they actually made the journey"
[Q2] Can I change "the night sky visible" to "the visible night sky"?

Thank you for your answer in advance.

I think that we need a comma after 'sky' - here, the adjective 'visible' is not used as we would normally use it in before a noun, but rather in a modifying phrase [ ...had migrated to the night sky, (which was) visible from Central

The 'to' goes with 'where they would have flown to', not with 'had'. 'Had they' = if they had.
