they are to discuss

How do you understand the following construction "it/he/they (subject) + are/is to + verb". 
For example, "they are to meet in Moscow". Does it refer to the future (They are going to/will meet in Moscow)? Or "their meeting in Moscow is set"? I often meet this construction in articles, and my understanding of it is not clear.
