"They are pretty much the same."

"They are pretty much the same." "It's pretty much bad."

I have heard that much cannot modify adjectives, but I have seen the sentences, so I was wondering if much can also modify adjectives? Or pretty much is possible to modify adjectives? Thank you so much as always and have a good day in advance.
