They are [one] happy couple

Charlotte: I met Catherine and her fiance last weekend.
Robert: She has a fiance? I didn't know that.
Charlotte: They met in Italy while Catherine was visiting her uncle.
Robert: That means he's Italian?
Charlotte: Yes. I don't know how they fell in love. His English is very poor.
Robert: Love has no frontier, you know. Take Paul and Akiko. They are one happy couple.

I'd like to know here what meaning "one" has.

It's an emphatic (and informal) way of saying 'they are a very happy couple'.

Possibly the underlying idea is that they are a good example of a happy couple.
