Some stones have been lost, and who knows what evil warlock might have found one without telling anyone...

The palantirs [seeing stones] were crystal ***** through which the wizards of Middle Earth could communicate and observe the world. All were lost or destroyed except the one that Saruman has in his tower. Gandalf is saying that it is not known exactly what happened to each of them, and there may be more that have survived.
