They agree to President Barack Obama's plans to extend Bush-era tax rates on all but the wealthiest Americans

Hi

What is he really suggesting? Should the tax rates be extended to all the Americans equally and the wealthy shouldn't bear more burden of tax than other less privileged? Perhaps, I'm having difficulty in understanding it because I don't know the context of this debate. Could you please help me with it? Thank you.
WASHINGTON, Nov 28 (Reuters) - In a U.S. Congress packed with big egos, Tom Cole keeps a low profile but isn't afraid to speak his mind.

He did so on Wednesday, breaking ranks with Republicans by suggesting that they agree to President Barack Obama's plans to extend Bush-era tax rates on all but the wealthiest Americans.
