these 2 senteces maks me confused. plz help

(A)

The Korean government is required to reduce the size of the Iraqi deplyment to 1,200 by April, a condition under which the National Assembly extended the stay of the trops in Iraq until the end of this year.

->"a condition under~ " part of this sentence is unclear to me. Does it mean that 'under a condition that~' ???

(B)

The reason being the National Assembly is not likely to approve it now that a majority of Americans themselves are disillusioned with the war n Iraq.

-->I think the subject part of this sentence is "the reason being the National Assembly is not likely to approve it now", then what is the main verb of this sentence? "are disillusioned" is the verb of the 'that ' clause and what is the main verb?

and what is the main subject, "the reason~approve it", exactly meaning? is it "the reasont that National Assembly is not likely to approve it " ?
