I read a sign on a notice board today that read, "there's plenty of things for the kids" I was wondering if it should have read, "there are plenty of things for the kids"?

Technically it should, but there's is a common contraction for both there is and there are. (We don't normally write there're.) In formal writing, it is safer to use the full form (there are).
