Hi Gloson,

"There a why he culls" doesn't mean anything. If you cull something, you take out the things that are not good. I believe it's transitive so would require an object.

For what it's worth, in Maine, any of the lobsters with only claw were called "culls" because they couldn't be sold in the grocery stores. If you have gulls you may be a the shore, so culls may work. (However, the culls were a good deal - people who liked the tails could get them cheap!)
