There seems that ~

I 've known that the dummy there as the subject can not take the complement 'that-clause' for its logical suject
but a few examples including the below one show the usage,
There seems that there is some common sense coming through - albeit about twenty years too late IMO. (bbc blog)
and I'm wondering that this usage is acceptable in usual conversation
By the way the original restriction I said at first is literally 'the rule', right?

It is not acceptable in writing; it should read 'It seems that there is...' Blogs have no mandate to stick to good grammar, however.
