There is/are one hundred people...

Hello,

Do we say "There is one hundred people" or "there are one hundred people" or can we use both (in one case verb referring to "hundred", in the other to "people")?

No, you can't use both. Even 'one hundred' is "more than one", that is, plural. It's 99 more than 1, in fact!

But, more seriously, when there is a number and a noun, the verb agreement is always with the noun after the number.
