There is/are no...?

I heard before when something is 0, you count it as plural, so you must say "no books" instead of "no book". So is this correct?

Then should I say:
1. a. There is no clothes on the hanger.
b. There are no clothes on the hanger.

2. a. There is no book on the shelf.
b. There are no books on the shelf.
c. There is no books on the shelf.
