There's is contraction of there is, and it is singular

"Homework" is a singular noun all encompassing all homework. Therefore, there aren't several "lots", just "a lot", so the the proper response is "There IS A lot of homework". Therefore you can use a contraction and say, "There's A LOT of homework". However, colloquially, "There's lots of homework" is commonly used. Just know that if you use it, you're not using proper grammar.

"There's lots of homework" is completely correct, completely unobjectionable in spoken English. We say "There's lots to do" all the time.

Not only does "There are lots of homework" grate the ear, it's wrong, so far as I know. RE: countable v uncountable nouns.

I would just say "There is a lot of homework" because I never hear anyone say "lots"
