There is a book, a pen and two pencils on the table.

There are a book, a pen and two pencils onthe table.

These sentences exist no where but in ESL books. You can say "There are" because there are a number of items. You can say "There is" because the first thing listed is singular.

You cannot say "There is two pens, a book, and a pencil."
