There is or are?

Hi. Please help me with this. I think we should use the plural verb "are" to reference a plural noun preceded by the word "no" as in the sentence "There are no doctors here." And I also think it is correct (I am not sure, though.) to write with a singular verb in the sentence structure "There is a doctor, two nurses, and three management staff members here."

(My having said all that) Is this correct?

There is no preparation work, tools or memorization needed.

If you accept 'there is a doctor, two nurses, and ...' then you must accept 'there is no preparation work, tools, or...'. 'Work' is uncountable.
