It may be accepted informally, though "There's lots of noise ..." would probably be more usual. Formally I would write "There is a lot of noise ...".

Yes. The agreement is with the noun after "of" in these expressions, if that's what is troubling you. "a lot" or "lots" does not influence the agreement.
