There is bound to be (pl noun)

Hi,

Many of us may not be able to answer this question readily because there is bound to be objective criteria to consider.


In this construction, why doesn't 'be' need to agree with the plural noun 'criteria'? Why not use 'are'?

'there are bound to be objective criteria to consider'.
