There is a cat and dog.
There are a cat and dog.

Which is correct?

I reckon 'is'. The subjects can't be joined into a single thing, so have to treat them individually. So, 'there is a cat, and a dog' sounds good.

Following your own logic--since the two things cannot be joined into one, they remain two; therefore, they are plural. Thus, 'There are a cat and dog.'
