There being

Hi there,

Could anyone please tell the meaning of There Being? I often see it, but I don't know how it means.

Personally, I think it means Because there is/are...

For example:

There being no evidence, he is free from accusation of curruption. = Because there no evidence, he is free from accusation of curruption.

However, it is just my assumption.
