I'd like to know a grammar point of 'to', with a relation of there is/are, in the two sentences above.

The reason I made this question was to+infinitive in sentences containing "There is/are" is little bit weird to me especially the first example I added.

I'd appreciate if it can be explaned.

Ah, yes-- I see what you mean now. The problem is not 'there is/are', I think-- it is 'points' + 'achieve' that doesn't work. These are OK:

There are 3 important ways to achieve a strong paragraph.
There are 3 important points to remember about writing paragraphs.
