There are people signed up.

Is the captioned sentence correct grammatically?

I ‘m thinking if the people were signed up by other people, then the grammar could be alright because “sign up” would be taken as transitive verb here.

What if the people sign up themselves? Then the verb should be intransitive. Then the sentence should be rewritten as “There are people who signed up” or “People signed up”

Am I correct? Please comment!

"There are people signed up" is correct. It describes their present state (e.g. as having their names on a list). We can't tell from this sentence whether they signed themselves up or were signed up by someone else.
