Does "There are no quotas for those or tariffs" mean "there are no limitation on imports of these women and there are no tariffs for them as well"?

Context:

ChairmanMao: The trade between our two countries at present is very pitiful. It isgradually increasing. You know China is a very poor country. We don’t havemuch. What we have in excess is women. (Laughter)
