There are less renters

I wonder if "there are" implies that less renters are living there, or it just says generally speaking that there are less of renters

A lot of homeowners live here which means that there are less renters

There is nothing special about the words "there are".

Each home in a given area is occupied by its owner or by a renter. The more owners, the fewer renters. The more renters, the fewer owners.
