2) There are a few libraries today compared to ten years ago. Not good. It has to be like 1).
3) He said me that he needed some money.
Not good. It has to be like 5) or 6).
4) He said to me that he needed some money.
Possible, but not as good as 5) and 6).
5) He said that he needed some money.
Perfect English.
6) He told me that he needed some money.
Perfect English.

99.9% of the time, if you say who received (heard) the message you use "told me", "told them", "told you", etc., and not "said to me", etc. If you don't say who received (heard) the message you use "said".
