Isn't correct way to say,

There are umbrellas.

My common sense tells me that these are incomplete sentences, unless they are said in answer to someone's questions. What do you think?

That's pretty much true. It's not that the sentences are incomplete, however, but that the context is missing, as Clive said. And the context need not be a question.
