After eating seafood, the skin on Theo's neck broke out in small red dots.

Hi,

I ran across the above in an English magzine for high school kids here. Does it sound right to you? If yes, is the bolded part equal to "small red dots broke out on the skin of Theo's neck?" Thanks.
