A.I vistited Chile once.

B.Reall?What's the best time of year to visit?

A.You can go anytime.I went in March.

B.What's the weather like then?

I have two questions:

Can ''when?'' replace ''What?''?

Why is it ''What's the weather...'' and not ''What was the weather..." although the indication is to the past ?

I think thenmeans at that timehere and not ''at this time".
