THEM with or without

Are both below grammatically correct? If they don't make sense, please reword them for me?
They are the people whom he would like THEM to buy into it.They are the people whom he would like to buy into it.

The grammar is a bit more complex than most people would use, however. We would more likely say

He would like those people to [buy into it / invest in it].
