Them?

Is that correct that them refer to contract? I a bit don't understand the sentence..

These contracts they have they have the potential to help people's lives by helping them fulfill their plans for the future. However people will only enter this (commitment) contract if they are aware of their self-control issues. Otherwise they simply would think that they don't need them.
