Their vs. his

Hello everybody!

In the following sentence, is the correct word "their" or "his", with "foreign national" neutral or relating to a man in a previous sentence?

"He did not understand why a foreign national should be appointed president directly and not have to earn their/his spurs."

This is my first post, so I hope I'm not making any mistakes here.
