The year

“And that’s a problem because it’s great the year we get the foreign investment and we get jobs created, but every year after that all their income flows go to their parent companies.” (The Guardian.)

Is "the year" part of the clause "it's great the year" followed by the implied relative adverb "when" or is it a part of the compound clause "the year we get the foreign investment and we get jobs created" in the above?
