The world over

That night we settled down for a meal at a private dining room in the Kum Yong Company Restaurant. It's one of Rason's tourist-friendly eateries, by which I mean that the service and surroundings had been so carefully and thoroughly Westernised, as to give little or no impression of how real North Koreans live. I guess the same could be said for five-star hotels the world over, though.

I'm not sure if I get the point of the last sentence. I think the writer means that five-star hotels all over the world have the same effective what( what should I use here? What or Which?) make others can't know the real live of the locals?

PS: I think the grammar of the question I have asked is ***. Could you correct it or make it more idiomatic?
