The words like ''charter'' and ''mandate'' are, perhaps, close in meaning to the word I'm looking for

Hi:

Since yesterday I have been trying to find out the word which means something like future plans, strategy. That word is mostly used in the context of political parties to put forward their future plans. The words like charter and mandate are, perhaps, close in meaning to the word I'm looking for but they are not what I'm looking for. I always knew this word but now it's lost somewhere in my mind. Please help me to find it.
