The word "cast"?

" cast" can be considered as either a noun or a verb. There is a sentence like this :
"To qualify, candidates must get at least 10% of the votes cast."
There is no context, so I wonder whether the word "cast" here is a verb of past participle or a noun.

Thanks for any information considering this question!
