It seems to be new and ill-conceived BizSpeak for ' make ready for production, make capable of production '-- said of new products still in the design phase, and still having practical difficulties of manufacture. I don't recommend its use in general writing.

Too bad guys... it has been in general use in I.T. for several years now and is the only term (that I know of) that accurately describes a standard business process... Think of a better term for taking a development project and making it robust enough for everyday business use and I would be happy to use it

Users may approve a quickly-built prototype with a tiny data set that responds correctly to expected inputs.
