Why can we not say "it is hurt" or "it was hurt" and "is did hurt2 is correct?

In the passive form hurt is used like an adjective.

It was hurt.
It could get hurt.
It is hurt.

As a verb, it can be either transitive or intransitive.

It hurts. (=it makes you feel pain)
