The word after "to"

I have come across some articles which uses "-ing" after "to". As far as I am concerned, my teacher always taught me that we have to use a root word after the "to" word. For instance, "to read" instead of "to reading". But I somehow came across these kinds of words from time to time. I would really be thankful if anyone could clarify this for me. Thank you.

This type of usage is very common. The "ing" form of the verb after prepositions is called gerund. i.e.
The secret to eliminating your debts.
