The whole time I was having dinner, my dog stared at me.

Huevos, That's a very good question. I sometimes just do especially during conversation. I believe native speakers do that too. What's the real reason?

It's commonly a matter of putting at the front of the sentence the part you want to stress.

The mistake was not removing the dog while you were eating. I don't like staring animals.
Also, I would not say "the whole time". I would probably have said sometihng like" the entire time"
