Early tomorrow morning, it is going to be a little cold, and it's going to rain. In the afternoon, it is going to be quite hot, and very windy. And in the middle of the afternoon, it is going to rain again. In the evening, it is going to be cool.

You can use 'going to', but you could also use 'will' because the forecast is usually presented as a series of 'scientific' facts. (Although they are often wrong.

This is a crazy weather report to work with. Where on earth does this weather pattern exist?

This is probably what a weather report would sound like. Notice grammar is not really that imporatnt here. You need to give references of temperature in degrees (F/ C).

Early morning rain, with temperature reading in the teens. Shower activity subsides toward midday with high windy coming out of the north gusting to 30 -35 miles per hour at higher elevation at the later part of the afternoon. Rain pattern returns during late evening.
